¥       Coastal Engineering Co Ð Request for approval of Proposed Seasonal Ramp & Float for John Welch, 45 Snow Inn Road, Harwich Port, MA,

        o       Revised Plans-shorten the pier some ~28’ Don Munroe commented on the revised plan
        o       Harbormaster to comment on the shellfish issue—Tom discussed the shellfish issue
-       This area-though the survey is linear-has shellfish, though sparse when compared to the East side of Wychmere Harbor
-       What can happen according to Tom is that we dredge a wedge here and “muck” fills in and “kills” the shellfish in this area,
then dredge a wedge over there and “muck” fills in and “kills” the shellfish in this wedge.
-       Would it be better to dredge the whole Harbor, then the “muck” is gone entirely and we preserve shellfish habitat.
        o       Consolidated Permit appears to be the way to go for permits in the future. 50% of property owners say they want this dredging
        o       MOTION: WWC endorses the Coastal Engineering Revised Plan, dated 5/19/11 for John Welch entitled “Plan Showing Proposed
Seasonal Ramp and Float.”

Has provided documentation for the lease of (2) parking spaces, US Coast Guard License, Boat Registration & Certificate of Liability Insurance. No waitlist at this time for unattached “C” Permit.

o       Harbormaster Interpretation: Vessels stationed or occupying a private dock, a private marina slip, the private mooring of another, a
hotel guest mooring, a yacht club mooring or slip, a yacht club guest mooring, a boat yard work mooring, for more than two weeks time (collectively) between June 15th and Labor Day shall contact the Harbormaster and pay the annual Waterways User Fee.

o       Letter from TA to Coast Guard District requesting (2) decommissioned channel markers (1 Can/1 Nun) to be used as a street
entrance display at Saquatucket Harbor.
o       Harwich Conservation Commission Agenda, Notice of Intent – Continuance.... Withdraw Request (Town of Harwich, Pleasant Road
& Earle Road Beaches, proposed dredge material containment area.
o       Update on current approach channel dredge projects and beach nourishment.
-       8,000 yards removed from each channel AH approach channel & Saquatucket approach channel
o       HMP: Dockage & “A” Permit. Terms should run concurrently. Currently no Dockage Term for Commercial Slips.
-       MOTION: Add to HMP-Recommend Commercial Dockage and “A” Permit terms will run concurrently.

Open Forum:
  • The Harbormaster is currently reviewing the docking of vessels on the dock at the Wychmere Harbor Club. The WWC supports the Harbormaster in his review of this issue. We understand that this is a navigation issue.
o       What size is the channel
o Who gave them permission to dock these vessels
o Tom to ask opinion of Town Counsel
Correspondence: None Housekeeping items:
  • MOTION: Add to HMP--Each person on a waitlist in Harwich shall be permitted one “missed deadline” of any type. Any individual that does miss a deadline shall have an asterisk placed by his/her name. Additional appeals for a “missed deadline” will not be entertained once this asterisk has been placed. This policy has been followed since 11/20/07.
