HARWICH CONSERVATION COMMISSION MINUTES
TUESDAY - January 15, 2008

HEARINGS

Notice of Intent
6:35     Conrad Keado, 15 Prince Charles Drive, Map 110, Parcel S25 – Replacement of five existing railroad tie retaining walls with decorative block walls within the Buffer Zones of a Bordering Vegetated Wetland.

Craig Short and Peter Thornton represented the applicant.  Property lies directly on Long Pond.  Walls are in disrepair and steps are made of creosote but new steps will be built of pizza block stone similar to driveway.  Silt fence and hay-bales are shown on plan.  Landscaper will only remove isolated vegetation as necessary.  The four marked trees on property are only meant to show resource delineation and will not be taken down.  Mr. Thornton requested list of plantings for landscape from Administrator.  No landscape plan was presented. Mr. Strode thought that no wall is needed on lower section of property and suggested re-grading with retention area to minimize impact on pond.  Mr. Short noted that he was concerned regarding re-grading and subject area is only a few feet above the water.  Mr. Bourgoin suggested creating a swale on right side of property.  Mr. Thornton advised that this would create more of a problem for stabilization.  The chairman advised that dock storage should not occur on water side.  Mr. Bourgoin moved to continue to next meeting, Mr. Schreibman seconding, motion carries.  Mr. Short is to speak with home owner and revise plan accordingly.

Sandpiper Luxury Condos, Russell Webb, 16 Bank Street, SE 32-1932  Mr. Ballantine moved to close the hearing and approve with revisions, Mr. Bourgoin seconding, motion carries.

Edward & Anne Hines, 15 Wequassett Road, SE 32-1930     

Mr. Bourgoin moved to close the hearings and approve both of the above, Mr. Ballantine seconding, motion carries.

CERTIFICATES OF COMPLIANCE
ARA Nominee Trust, 5 Salt River Lane, SE 32-1765 – Letter from engineer Bob Perry regarding deficiencies. The dock and seawall need to be re-built according to the approved plan.  Mr. Ballantine moved to deny, Mr. Bourgoin seconding, motion carries.
 
Mary Rohrs, 3 Atlantic Street, SE 32-1846 & SE 32-873 – septic system and seawall – Mr. Bourgoin moved to approve, Mr. Ballantine seconding, motion carries.

APPROVAL OF MINUTES – January 2, 2008

Correction regarding Marini property – should read “four signs” in stead of two signs.  Mr. Balantine moved to approve with correction, Mr. Bourgoin seconding, motion carries.
