6:35 Conrad Keado, 15 Prince Charles Drive, Map 110, Parcel S25 – Replacement of five existing railroad tie retaining walls with decorative block walls within the Buffer Zones of a
Bordering Vegetated Wetland.
The Chairman read a letter from Craig Short, applicant's engineer, requesting a continuance to February 20, 2007. Mr. Bourgoin moved to approve said request, Mr. Ford seconding, motion carries.

6:40 Frank Piantidosi, 58 Snow Inn Road, Map 15, Parcels N5, N5-A & N6 – Raze existing dwelling; construct new dwelling; within 100; of a coastal bank.
Tom Stello from Eldredge Surveying represented the applicant. Applicant is proposing to reconstruct dwelling, redoing driveway and rebuilding retaining wall. Drainage trench will contain driveway run-off; 1 1/2 ' of fill in front of house to level lawn, patio to be made of pervious material. Mr. Ballantine suggested one more trench for run-off. With respect to driveway run-off Mr. Stello noted that driveway will be removed and suggested paving blocks. Mr. Gable, builder, noted that cobblestone will be utilized at top of driveway. Mr. Ballantine moved to approve with two conditions - (1) pervious blocks for construction of driveway and pervious blocks in sand for patio, Order of Conditions to be drafted at a later time, Mr. Bourgoin seconding, motion carries.

6:50 Michael & Carolyn Kemp, 18 Catherine Rose Road, Map 100, Parcel X2 – Construct addition to existing deck; Elimination of existing stairway; Replace failed timber retaining walls with stone or block walls; construct 2 stone retaining walls; Pruning of 7 trees; Removal of 7 trees, all within 100’ of the edge of a pond and Bordering Vegetated Wetland.
Terry Ryder, Jeff Nelson and Laura Kelly represented the applicants. Revised plan presented. Main structure is addition of deck that did wrap around the existing deck on the north side and came around to the front and the elimination of back stairs on deck. Retaining timber wall on north side, proposing to remove and replace with keystone wall in same location. Brick patio is underneath the deck and owners would like to replace. Seven trees are to be preserved but 3 need to be removed. Scott Pendergast, arborist, asked for permission to do tree work in winter months as pine borers are present on property. Most of tree work to be done by hand due to slope constraints and will not alter trees but only address excess canopy. The Chairman suggested that owner come
before Commission for pruning permission. Laura Kelly, landscape architect, requested the removal of existing brick under deck and replace with lighter stone. Mr. Chatham noted that the trade-off for project was steps coming out due to increased deck size. Ms. Kelley suggested terracing with vegetation. The Commission suggested 8 terraced steps. Mr. Ballantine moved to approve with the condition that the south side of dwelling be terraced and noted on plan and that bearberry and myrtle are to be included for plantings. Mr. Ryder is to date and initial plan changes, Mr. Ford seconding, Order of Conditions to be drafted at a later time; motion carries.

7:05 David Peterson, 3 Fiddler’s Landing, Map 13, Parcel R3 – License and maintain existing structures; Maintenance dredging within an area of Allen’s Harbor.
Roy Okurowski from Coastal Engineering represented the applicant. Maintenance dredging is requested. Dwelling is next to Allen’s Harbor Yacht Club and would be the first summer private dredge project as part of the overall Allen’s Harbor project. Project would encompass 800 cubic yards of spoils and materials. DEP water quality certification is required. Harbormaster has suggested continuous fairways for boats. Property lies in a shellfish area. Owner might ask for extension in 2011. Mr. Bourgoin moved to approve maintenance dredge without dock maintenance, Order of Conditions to be drafted at a later time; Mr. Ballantine seconding, motion carries.

RFP for Jenkins Bog - Only one bidder, Alan Hall. Property has been vandalized in the past. Mr. Ballantine moved to support Administrator's recommendation that bid awarded to Mr. Hall for 10 years at $100 per year and to forward to Board of Selectmen for approval, Mr. Ford seconding, motion carries.
Article for Bank Street property - Mr. Ballantine moved that Commission support the Article as written whereby land is placed under Conservation jurisdiction, Mr. Ford seconding, motion carries.
