Notice of Intent – Continuance…
6:35 Conrad Keado, 15 Prince Charles Drive, Map 110, Parcel S25 – Replacement of five existing railroad tie retaining walls with decorative block walls within the Buffer Zones of a Bordering Vegetated Wetland.
Craig Short represented the applicant. Mr. Short informed that Mr. Keado now wishes to repair three walls and not add swale to direct water into vegetated buffer as previously requested by Commission and leave the walls in buffer area as is. Mr. Ballantine reiterated that the Commission requested buffer between lawn and pond. Mr. Schreibman noted that pond is under stress and Commission is asking owners to introduce buffer for run-off and not place irrigation systems there and utilize plantings to absorb run-off. Mr. Bourgion also added that there is significant slope and phosphates are doing "harm to the pond" and again asked for a swale. Mr. Keado informed that his grandchildren utilize area for playground and did not wish to decrease. Mr. Ballantine moved to
approve repair of one wall nearest house only, Mr. Bourgoin seconding, Order of Conditions to be drafted at a later time; motion carries. Mr. Chatham advised placing rest of project on agenda and amend the Notice of Intent at a later time.
