Notice of Intent
6:35 Kenneth Steen, 44 & 48 Cahoon Road Map 111, Parcels B1-1B & B1-1A – Construction of a new septic system to serve an existing 2 bedroom dwelling.
Mr. Bourgoin recused himself from the hearing as he is an abutter. Laura Schofield represented the applicant. This project was approved by the Commission several years ago but permit has expired. Two bedroom dwelling lying at end of Long Pond and is located between pond and bordering vegetated wetland across the street. Pump chamber septic system with raised leaching area. House is served by private well. Board of Health granted variances for project due to wetland proximity. Property is now within endangered species habitat. State has verbally agreed with project. Mr. Schreibman moved to approve, Order of Conditions to be drafted at a later time; Mr. Ballantine seconding, motion carries. Mr. Ballantine moved to approve Certificate of Compliance
(work never commenced) on expired Order of Conditions, SE 32-1635, Mr. Schreibman seconding, motion carries.

6:45 Leslee Ann & Arthur Greene, Jr., 7 Davis Lane (formerly Est. of Edith Van Buren) – Amend Order of Conditions SE 32-1822 to include the proposed removal and relocation of timber steps and the re-location of an approved septic system.
Stephanie Sequin represented the applicants. Property lies on Nantucket Sound with two dwellings and in 2006 property was placed on market for sale. Septic system on north side was inspected but cottage in dune indicated separation to groundwater issue. Plan has been designed for sewage ejector basin and sewage is to be pumped up coastal bank with new leaching system on upland portion of property outside 100’ buffer. Order of conditions was issued in 2006 but system never installed. Greene’s have no plans to demolish house. Trees in area of new system would have to be removed. Requesting to run piping up the property close to the garage and tie both buildings to larger system near the road. Plans are to eliminate kitchen in cottage. Location of new force
main is where existing stairway is now. Would like to do plantings for buffer to block view of Snow Inn properties. Actual location of stairway is yet to be determined. Mr. Ballantine suggested taking out stairs and replacing in kind so as to not disturb entire area of coastal bank and did not agree owners would be successful in blocking view of Snow Inn. Owners want to plant on property line and thus more room for bigger trees if stairs were not there. Mr. Ford advised that if stairs were removed and 15’ high trees planted, owner would only block view for about two feet. Ms. Sequin noted that the proposed is on the dateYear2008Day11Month3March 11, 2008 Board of Health agenda and would be willing to withdraw relocation of stairs and have Commission act on septic design. Mr. Bourgoin moved to approve with the condition that existing stairs remain and proposed stairs would be deleted on plan presented at this hearing, Order of
Conditions to be drafted at a later time, Mr. Schreibman seconding, motion carries.

6:55 John Carlton, 255 Bay Road, Map 99, Parcel V1-4 – Amend Order of Conditions SE 32-1887 to include tree removal.
Stephanie Sequin represented the applicant. House is under construction and owner would like to remove dead trees that have been flagged. No vehicles will be allowed beyond work limit. Trees are to be cut by hand and only on house side. The Chairman advised leaving one or two dead trees for wildlife habitat. Mr. Schreibman moved to approve and asked applicant to consider plantings for stabilization, Order of Conditions to be drafted at a later time, Mr. Ballantine seconding, motion carries.

Jack Vaccarro represented the applicant. Waterfront property with significant drop-off in rear of property which meets definition of coastal bank. 100 year flood plain extends to base of bank. Bank is vegetated with placerosa rugosa and poison ivy. Pool holds to 50’ setback for new construction. Landscape plan indicates significant plantings. Neighbors have indicated to owner they would prefer 4’ fencing for pool. Free-standing hot tub to be removed. Mr. Ford noticed country-regionplaceNorway maples on property that are invasive species. Mr. Ballantine moved to approve with condition that hot tub and country-regionplaceNorway maples are to be removed, Order of Conditions to be drafted at a later time, Mr. Schreibman seconding, motion carries.
