MEETING CALLED TO ORDER at 6:02 PM by Chairman Wilkins
~
Mr. Merriam reviewed Budget Amendment #3 which addressed specific shortfalls in the FY 10 School, Highway, Council on Aging and Library budgets as well as an $11,334 overall deficit through additional local receipts and a projected increase in unrestricted aid in the House budget. The new total FY 2010 budget is $46,078,695.

Mr. Merriam reviewed local and state tax data saying the average FY 09 tax bill in Harwich is $3,153 compared to $4,110 for the state.

Mr. Merriam discussed the following Town Administrator’s report:

2008 Annual Reports
The reports were delivered on April 29, 2009 and ready for distribution at Town Meeting.
Police Station Requested Change Order
I’ve asked to meet with Project representatives re: a Change Order #7 in the amount of $176,204.13 for concrete base and paving.
Swine Flu
A  Public Health event is emerging which has the potential to become quite serious and cause alarm in our community.
We must ensure that the information given to the public is the correct info. Paula and I ask that you bookmark and look at the following site" www.cdc.gov/swineflu. It would not hurt to check this site a couple of times a day as the information is changing very rapidly. I ask that any calls or questions you get concerning the emerging problem be forwarded to the Harwich Board of Health Office-508-430-7509. Mis-information in this case would only hurt rather than help the situation.
I have put in place a loose Incident Management Structure for this situation. Jill Mason will be the point on all public information going out to our citizens. Paula and myself will have Incident Command. If the situation warrants it I will go to the Selectmen for a declaration of Emergency.

3. 25% of our states Strategic Stockpile is being moved into its secure facility under the direction of the Mass State Police
4. Info number 211 is updated for swine flu info
5. Frequent had washing is a good practice to get into.
6. If you, your family or employees feel sick they should stay home and have no contact with others. DPH recommends you stay home for 7 full days.
7. Swine flu has a new name-H1N1 Flu
8.Foods, produce and meats are not affected
9. To date the only declaration of Emergency is Public Health-This gives the Feds the ability to move the Strategic Stockpile. The state of California has Declared a full State of Emergency
10. The State Lab is now on a 24/7 schedule
11. All Departments should review their Continuity of Operations Plan. If you loose help or yourself how does your department continue to function?
12.The CDC website is updated frequently. The Town website as well as the County website all have info dealing with the flu.

The total cost for this service will be $13,117. per year.~ Our taxpayers will be able to pay with any credit card right from The Town of Harwich website.

Police Federal Grant
Congressman Delahunt’s Office announced that Harwich will receive $15,022 from the Edward Byrne Memorial Justice Grant Program.
Principal Clerk – Building Commissioner’s Office
Regarding the filling of the Principal Clerk position, your Board approved the re-organization on February 2nd which included this position. We have offered the position to Stacy Flanagan and she has accepted with a starting date of May 13th.

Fire Provisional Hire
As you are aware FF/Paramedic Steve Currey has been out on an unpaid leave of absence for the last 3 months for educational purposes.
He just requested a 3 month extension which I plan on granting.
I have not filled his position previously with a provisional in the hopes of gaining some financial stability of my budget.
With summer time rapidly approaching I would like permission to move forward with~hiring of a provisional to cover his position.
